Delivering his annual state of the nation address yesterday, Russian President Vladimir Putin said Russia will not ignore what he described as Turkey's "aiding of terrorists", adding that the November shooting down of the Sukhoi Su-24 plane was a "treacherous war crime".

He said Turkey will 'more than once' regret shooting down the Russian jet near the Syrian-Turkey border and that and that Turkey will regret it more than once. Russia has already banned some Turkish food imports as part of a wider retaliatory sanctions package.

Putin said: "We are not planning to engage in military saber-rattling with Turkey. .

But if anyone thinks that having committed this awful war crime, the murder of our people, that they are going to get away with some measures concerning their tomatoes or some limits on construction and other sectors, they are sorely mistaken.

We shall remind them many times about what they've done and they will have cause to regret the actions more than once. We know what needs to be done. It appears that Allah decided to punish the ruling clique of Turkey by depriving them of wisdom and judgment."

2 Servants Conspired and set Master's House On Fire After Disagreement

The police in Lagos have arrested two security guards, Muhammed Kiga and Joseph James, for allegedly setting two houses on fire in the Ajah area of Lagos State.

PUNCH Metro learnt that the two suspects, and one Musa, who is at large, conspired to commit the offence in November, 2015.

A police source said Musa and Kiga were employed to guard a property on Loius Fadipe Street, Thomas Estate, Ajah.

Musa, who owned a motorcycle, was alleged to have had a disagreement with the landlord after his 
motorcycle scratched the latter's car.

The source said,

> "They had a disagreement and the landlord banned him from bringing the motorcycle into the compound. That angered him and on November 5, 2015, while everybody was asleep, he set the car on fire. In the end, three cars were burnt and the house was equally affected. It took the intervention of firefighters from the Lagos State Fire Service to put the fire out."

PUNCH Metro was told that Musa fled the area, but 20-year-old Kiga, his assistant who had lost his job in the first house, was employed to watch over another house on the street in the presumption that he knew nothing about the arson.

Kiga was said to have employed 18-year-old James to assist him.

But on November 19, two weeks after the first incident, there was another fire outbreak in the new building, leading to loss of property.

Kiga and James were thereafter arrested by policemen from the Ajah division.

The matter was later transferred to the State Department of Criminal Investigation to unearth the circumstances of the two incidents.

Kiga, an indigene of Borno State, denied having a hand in the two fire disasters, but blamed the first fire incident on Musa.

He said:

> "I came to Lagos two years ago to work and make ends meet. I became a security guard in the first house and was assisting Musa. I was paid N20,000 as salary.
> "Just four months after I was employed, Musa had a disagreement with the landlord. On the day of the incident, I went to sleep around 12am. He was beside me, but suddenly, he left my side. It was around 3am that Musa went and set the car on fire. I did not have a hand in it."

Kiga explained that he got another job on the street, and had barely spent up to a month when there was another fire outbreak.

He claimed that residents sighted Musa, sneaking into the property to set it on fire.

The second suspect, James, told PUNCH Metro he relocated to Lagos when his school principal asked him and his colleagues to stop coming to school after the Chibok schoolgirls were abducted.

He said:

> "I was in SS 2 when the principal said we should stop coming to school because of Boko Haram. And because I could not continue to stay at home, I came to Lagos to work.
> "I had barely worked for two weeks when the second fire happened and I don't know the cause of it. I went to sleep around 12am and it was 3am that I heard people raise the alarm."


The Police Public Relations Officer, Joe Offor, when contacted, promised to get back to Punch's correspondent, but he had yet to do so as of the time of filing his report.

WHAAAT?? We must cut N18, 000 minimum wage or sack workers - Governors

This is ridiculous,

Nigerian governors will eventually reduce the federal minimum wage of N18,000 or downsize because of the current economic crunch, the chairman of the body of governors has said.

The chairman of the Nigerian Governors Forum and Zamfara state governor, Abdulaziz Yari, said on Thursday that irrespective of public condemnations of the plan, it would not be economically feasible to retain the same workforce and pay same amount of money.

According to him, funds allocated from the Federation Account could no longer sustain the expenses 
of the state as the internally generated revenue was still below par in some states.

Governors had two weeks ago declared that they could no longer cope with the N18, 000 minimum wage. The pronouncement caused a stir as Nigerians kicked against it.

The governors of Rivers and Edo rejected the plan.

Emerging from a meeting with President Muhammadu Buhari at the State House Abuja, on Thursday, Mr. Yari said the governors were considering the nation's economic situation.

"Let me make it very clear to Nigerians, governor's forum is not the enemy of labour in any way. Rather, we have been working together. But what we are saying, (because not only Gov. Wike but also my friend in the comradeship, Adams Oshiomhole, kicked against the decision).

What we said is that when the National Assembly enacted the law of paying N18, 000 minimum wage, then the oil was about $118 per barrel and today where we are oil is $41 per barrel. So, if it continues like that definitely we will find it difficult to continue. We have to sit down with the labour and see how we can review; either continue or downsizing, or see what we are going to do. 
We want to find a solution because we have to be realistic that we have so many things to touch. There is infrastructure deficit, there is need for security, there are other things like social lives of our people and nation as a state," he said.

The governor said from the federation account, some states received N400 million, N500 million while others received N55 million.

"And there are other issues, not even the salary, their pension is over a billion. So, how can we continue borrowing and servicing the service aspect of our expenditure, or overhead. How can we do that? 

We are telling the public that we are planning to sit down with the president and his team and the state governors as a team and the experts to come out with the way forward and how we are going to handle the poor state of the economy in the country. 

But what we have on ground now will not be realistic if it continues the way it is without having other sources from the economy and still relying on oil that is being sold for $118 dollar per barrel and now down to $41 and think that we can continue behaving or misbehaving the way we are doing, if there is anything like that," he added.

French journalist and TV host Estelle Denis has made some eye popping allegations against Real Madrid footballer, Cristiano Ronaldo. Denis says Cristiano Ronaldo's frequent trips in his private jet to Morocco is because he is in a gay relationship with kickboxer boxer Badr Hari and also claimed the superstar footballer has had cosmetic surgery on his nose.

Denis' comments followed a report that Ronaldo's recent behaviour was "causing concern" at Real Madrid.

The report hinted that officials at the football club frowned up the player's frequent visits to Morocco and damaging his performances on the pitch.

"Ronaldo takes three or four jets a week to see a friend in Morocco to cuddle," he said, leading to shocked gasps from the audience.

A video showing a toddler smoking what looks like marijuana prompted an investigation by the Chicago Police Department.

A young boy wearing only a diaper takes two hits off what appears to be a joint or a blunt under the guidance of a man whose voice can be heard in the 16-second video.

"Smoke, bro," the man, who isn't seen, said. "Inhale it."


He added,

"Do this" before showing the boy how to inhale.


The boy held the apparent weed in front of him for a moment, nearly burning himself.

Investigators with the Area South Special Victims unit are looking into where the footage was filmed, a Chicago police spokesman said. Community activist Andrew Holmes said

Naira falls again at parallel market, now 247 to 1 dollar

The naira fell against the United States dollar from 243 to 247 at the parallel market on Thursday.

This is coming a day after the Central Bank of Nigeria banned over 1,600 Bureau De Change operators from participating in its twice-weekly sale of foreign currencies.

The naira had hovered between 241 and 243 before falling to 247 on Thursday.

Senate, yesterday, re­vealed that about N200 bil­lion education tax collected between 2012 and 2013 were diverted to unknown and unspecified uses not recognised in or permitted under the Act setting up the Education Trust Fund. The funds were diverted during former president Goodluck Jonathan's ad­ministration. A probe was subsequently ordered.
The revelation was con­tained in a motion spon­sored by Senator Abdullahi Aliyu. Senator Aliyu noted that some institutions got mul­tiple allocations of special intervention, while institu­tions that are their peers did not receive any within the period under review. "About N200 billion of education tax collected be­tween 2012 and 2013 were diverted.
"Tertiary Education Trust Fund Board granted a loan to the Federal Ministry of Education and also organ­ised a workshop and pre-retreat in the United States of America and Kenya in 2014-2015 without recourse to guidelines of the Act. "About N500 million was budgeted for advertising and media in the 2015 bud­get which contravenes the rehabilitation, restoration and consolidation of tertiary education in Nigeria, in ac­cordance with Section 3(1) of the Tertiary Education Trust Fund Act 2011."
